Land
For the average actual height of East Zone is 1.7m and that of the West Zone is 1.6m, the Zone is flat and the earth bearing strength is 10~12t/m2. The land of the initiated zone can be "seven through, one plainness", i.e.: road, feedwater, downflow, power supply, communications, cable TV and broadband connect with red lines at plant side; and the land is natural and plain. In addition, the Thermal Power Plant has begun to supply steam since Feb 2005; the Sewage Treatment Plant is under construction; and the natural gas pipeline is being laying; then it will realize "ten through, one plainness" in no long time. Power
With plenteous power resources, the capacity of the present installation machine of Sheyang Port Power Plant is 550,000KW; and the capacity of the total installation machines of three stages of projects is 4×600,000KW, which has been set up by the State.

2X15, 000kw Ring Heat Retaining Power Plant will supply gas in Feb 2005.
Parameter of steam heat supply: P=1.0mpa T=283℃
Gas price：about 125Yuan/ton.
Constructive cost
The fabrication cost of standard workshop is 400～500Yuan/m2.

Telephone installation charge enterprise or living house is 308 Yuan/door.
Pollutant Emission
The Sewage Treatment Plant is under construction to treat sewage intensively. There are three levels of standards for the requirements of sewage entering the Sewage Treatment Plant. And the requirements for ground water quality is: Standard GB3838—88Ⅲ & Ⅳ type.
Requirements for air quality: each functional area executes Standard GB3095—1996, SO2 and TSP (Class II).
Requirements for drainage quality of sewage directly entering natural environment: Standard GB8978—1996G Class I; and the industrial three-wastes is executed as per Standard GB4—73, and the annual control capacity is within 13,000,000t and the daily control capacity is within 35,000t.
Labor Force
Abundant labor force
There is a population of 1,05 millions in Sheyang County. Until the end of Oct 2004, 237,000 surplus labor forces exist there. Textile industry is the traditional pillar industry and at present more than 30,000 personnel work for living outside of Sheyang.
There is one senior occupational technical institute, one broadcasting & TV college, and 10 secondary occupational technical schools to deliver batches of technicians and common employees through primary training.
Wages of workers: about 600Yuan/month a common worker.
