　　It is said that the Yellow Dagon King wanted the local people to offer sacrifices to him.When he saw that they only worshiped heaven but not him,he revenged by stopping the rain from falling and there was great drought.The Celestial Emperor on High heard the news and sent two of his guards to the human world to open rivers for people.They transformed into a pair of stone sheep.

　　The dragon king fought with the sheep to obstruct their effort.The sheep could not resist the attack of the dragon king so the male sheep urged the female sheep to leave so as to continue with the river project.The female sheep went westward and behind her there miraculously appeared a wide river.The female sheep,concerned with her spouse who was fighting alone,turned from time to time to look behind her back.Each time she turned,there emerged a river branch(that was why between Qianqiu and Funing there are said to be 18branches of the river).When the female sheep entered Baoying,she used up all her might.Seeing in front of her the White Horse Lake,Gaoyou Lake,and Hongze Lake,and feeling assured that there would be no drought to harm the local people,she smiled and closed her eyes.

　　In order to commemorate this pair of sheep,the local people called the place where the female sheep died "Stone Sheep River"(pronounced Shi Yang Chinese).Gradually the sound changed into what is now "Sheyang".
